Affordable & Attainable Housing CIP
You are invited to attend an Open House where you can learn about and provide ideas on program options being considered to establish financial incentive programs for affordable and attainable housing. Through public and stakeholder engagement, the City is interested in feedback on what ideas and tools would help to advance efforts for housing in the City.
A Community Improvement Plan (CIP) is a policy and financial tool enabled under Section 28 of the Planning Act that allows municipalities to offer financial incentives and other supports to help advance community priorities.
- CIPs can be used to incentivize housing types where there is limited market interest or delivery capacity,.
- CIPs can aid in the construction of housing by supporting project viability, for transitional, supportive, and deeply affordable units, that require operating funding beyond the CIP to make them viable.
- CIPs can help reduce early-stage and up-front development costs, lowering financial risk for both non-profit and for-profit developers.
- CIPs demonstrate local municipal commitment to Provincial and Federal funders. This “skin in the game” can be leveraged by housing providers and developers to attract additional investment.

The City of Niagara Falls has several complimentary strategies related to Housing that provide supports in parallel to the proposed CIP that is under development. An Affordable and Attainable Housing CIP will not solve many of the immediate and pressing housing issues a community faces.
City Council has adopted a new Community Improvement Plan (CIP) which took effect on February 12, 2026, which established financial incentive programs for brownfield redevelopment, urban Infill, employment generation and streetscape improvement.

What to Expect
You will have the opportunity to visit information stations to share your feedback with City staff and consultants on potential tools and incentives. There is no formal presentation.
The Community Improvement Plan is being developed with current City Official Plan and Provincial Planning Statement (2024) policies and the requirements of the Planning Act.
