Jordan, Marieclaude and Fern Avenue Watermain Replacement
The City of Niagara Falls (City) has initiated a project to complete watermain replacements on Jordan Avenue, Marieclaude Avenue and Fern Avenue (from McLeod Road to 50m south of Jill Drive). The scope of work includes watermain and water service replacements, sewer spot repairs, and sanitary lateral replacements (as needed).
A brief description of the planned work is provided below:
WATERMAINS
The existing watermains will be replaced, and the new watermains will be connected to existing watermains on Cooper Drive, Jill Drive, McLeod Road, and Fern Avenue.
- On Jordan Avenue and Marieclaude Avenue: Existing water services will be replaced at all properties. New water services will be reconnected to the City portion at the property line. Water shut-off valves will also be replaced.
- On Fern Avenue: Existing water services will be replaced at properties from 7264 Fern Avenue to 7519 Fern Avenue, inclusive. New water services will be reconnected to the City portion at the property line. Water shut-off valves will also be replaced.
SANITARY SEWERS
The City assessed existing sanitary laterals within the project limits and determined that many of the laterals are composed of bituminous fibre (also known as black fibre or Orangeburg pipe). Any sanitary laterals not constructed with PVC piping will be replaced within the municipal road allowance, i.e., from the mainline sewer to a new cleanout at the property line. New sewer laterals will be reconnected to the City portion at the property line.
Several sanitary laterals within the project limits were already replaced with PVC pipe during previous projects. These PVC laterals will not be replaced as part of this project.
STORM SEWER
No storm sewer work is proposed within the scope of this project. The City may complete spot repairs if deficiencies are identified during construction.
ROADWORKS
The watermain, water service, and sanitary lateral excavation will be restored to the limits of the trench. The City will look to resurface Jordan Avenue, Marieclaude Avenue, and Fern Avenue at a later date, subject to budget approval and road condition.
BOULEVARDS
Damage to boulevards will be repaired in full. Driveway aprons will be repaired with a clean cut across the driveway width, and asphalt will be restored with asphalt, concrete with concrete, etc.
Decorative or landscaping items (e.g., shrubs, hedges, fences, gardens, boulders, etc.) that encroach on City property should be removed or relocated off City property before construction. Larger plantings removed or damaged during construction, such as shrubs, hedges, trees, etc., will not be replaced; however, all efforts will be made to salvage smaller shrubs and vegetation for replanting where possible.
CONSTRUCTION SCHEDULE
Please note that the City's construction schedule is tentative and subject to change based on coordination with Regional projects, availability of the City's Contractor, scheduling of private utility relocations, and receipt of the necessary easements, permits and approvals. The City is tentatively proposing that construction commences in spring/summer 2023, with substantial completion targeted in the fall of 2023.
