What is the Comprehensive Cemeteries Plan?
The City of Niagara Falls is preparing a Comprehensive Cemeteries Plan. The Plan will help guide the City in the operation of its 4 active, 4 semi-active and 16 inactive pioneer cemeteries. The City of Niagara Falls’ cemeteries have served the community for over 200 years and offer a range of burial, inurnment, and memorialization options at affordable prices. The cemeteries are widely regarded for their beauty and innovative offerings, including the Willow’s Rest Green Burial area in Fairview Cemetery.
Plan Goals
The Comprehensive Cemeteries Plan will be an actionable strategy to meet forthcoming demand that can readily adapt to changes in the community and emerging trends. The Plan will assist the City in making strategic investments to ensure that the City’s cemeteries may continue to serve the citizens of Niagara Falls and region into the future.
The Plan will explore topic areas including:
- Forecast demand for various cemetery products and services, including cremation and green burial;
- Potential expansion areas for needed cemetery development;
- Pricing policies to reduce the need for taxpayer subsidy;
- Cemeteries Perpetual Care Fund adequacy to advance the cemeteries toward long term fiscal sustainability;
- Cemeteries Bylaw review to enhance equity and transparency; and
- Promotional activities to enhance public awareness of City cemeteries.
We recognize that activities at the City cemeteries have been impacted by the COVID-19 pandemic; however, it is important to look at long-term cemetery needs through this Cemeteries Master Plan.

Thank you to everyone who took the time to provide feedback on the Comprehensive Cemeteries Plan. Residents are still invited to view a presentation highlighting the primary goals of the Plan. A report will be going to Council in the coming months.
We encourage you to review the Comprehensive Cemeteries Plan. Until March 17 2022, we are looking for resident feedback, questions and comments.
